Medal is in the shape of a decorative blue, white, and gold Maltese cross with a gold medallion at the center with gold eagle insignia facing left, encircled by the words "Lex Regit, Arma Tuentur". The medal is attached to a red, white, and blue striped silk ribbon. Pin closure on reverse of ribbon.
